New law lifts two-year ban on expats' re-entry to Qatar


When Law No. 21 of 2015 that regulates the entry, exit and residency of expatriates in Qatar comes into force towards the end of next year, the current two-year ban on expatriates who want to come back to the country on a new work visa will no longer be applicable.

Credit Cards danger in UAE

To some people credit cards are a handy part of life and to others a route to debt that can cause major problems. Here we take a look at how credit cards work in Dubai and how to manage your card and your debt sensibly.
You will get offered many credit cards whilst in Dubai from your own bank and from others but you really need to think carefully before applying or accepting one. A lot of people use credit cards wrongly and end up in major debt that they can’t handle.
You are usually offered a credit card with a limit 2 times or 3 times your monthly salary which sounds great but think that you would have to work for 3 months without spending anything else to pay that card off- so do you really want your limit to be that high?
Decide a sensible limit in advance to yourself and stick to it- one month’s salary as a limit is probably manageable. This means that you won’t go crazy on the card and you could pay it off in one or two months’ time if you had to.
Think about your exit strategy- you have to pay off all debts and loans in Dubai before relocating elsewhere, so being able to pay off your credit card in the future is a very important consideration to be made. You can end up in major trouble if you abscond without paying your debt that can ruin your future, inhibit your travel and even end in imprisonment.
Most banks offer debit cards these days that are widely accepted so ask yourself if you really need an actual credit card. Most online transactions can now be done with a debit card- online shopping, bill payment etc. helping you to not live beyond your means.
Don’t plan to get a credit card to make a major purchase- why not take out a personal loan instead? The interest is less and the payments are more manageable, for a fixed term and you won’t be tempted to just put that one more thing on your card.
You can decide how much of the balance of the card you are going to pay off every month- the lowest is usually 5% up to 100%. Clever people have as a high a % as possible- this means you are lowering more off the balance of what you actually owe, rather than the majority of your monthly payment paying off the interest of your spending.
Don’t be tempted if your credit card company calls to raise your spending limit because before you know it you will have spent up to that limit- stick to your guns and keep sensible.
If you find you have gone too high on your credit card and it is with your bank arrange a meeting with them to ask if you can convert the outstanding balance to a load in order to pay off the card quicker and with lesser interest payments to be made. If you do manage to arrange this- cut the card up- do not ever use it again!
To manage your credit card spending there are little tips and tricks you can do to minimise your exposure like not carrying your credit card around with you to avoid temptation- some people even freeze theirs in a block of ice in the freezer so it could be thawed and used for emergencies but not for that new pair of jeans you really must have but really don’t need.
Try to live within your means and don’t be too tempted by offers of high credit limits our elders had a great saying- if you can’t afford it you can’t have it...

Dubai dreams fade away

Dubai, the city paved with gold, where many expatriate workers have made their golden dreams come true through long years of hard work, is fast losing its allure. On the contrary, it is fast becoming a nightmare. It has been an ever popular destination for the desperately jobless Sri Lankan workers, past and present, for over three decades. But today that dream is slowly being shattered like soap bubbles exposed to the hot desert air, as the authorities place heavier burdens on the working populace.

Trouble began when Dubai Municipality introduced a law that only one family could live in a villa. Thousands of workers share bed space in villas in order to save a substantial amount of their earning which they could remit back home. With the new rule already in effect, where the landlord could be fined up to 50,000.00 Dhirams (App.Rs.150,000.00) for sheltering more than one family, many have been evicted and are scrambling to neighbouring emirates where rents are cheaper and travelling becomes much lengthier and costlier. Many who have children and shared villas with other families are getting back to their country as they cannot cope with the cost of education for their kids. It is expected that this rule will shortly extend to all those sharing apartments too, triggering an exodus of people who will be out on the road without shelter, becoming temporary nomads.

The lucky ones are those given accommodation by their employers, such as the airline companies and hotels.

Authorities here seem to be in a hurry to fill the thousands of gleaming new flats now available at an exorbitant price! The expatriate workers do not have and do not want to part with such sums of hard earned money for rents as they will not be able to save any money.

The nightmare continues in other areas as getting to work on time is increasingly frustrating with a pathetic public transport system and a thick-skinned taxi service! The roads are clogged with more and more vehicles as new toll systems at several major bridges are also creating confusion and an additional dent in the purse. It is imperative that you live close to your office and your children attend a nearby school to avoid a daily dose of exasperation and expenditure.
With the cost of living rising steadily and rumours of a tax on your pay packet coming soon, the golden era the workers enjoyed is fast fading away. Many have decided to call it quits and go home, even if it means going back to nothing.

Take heed, if you are preparing to come on an employment visa, make sure your employer provides you with accommodation or else you are in for your initial jolt on an exasperating bumpy journey to realizing your dreams.

Ministry of Labour warns firms against cheating workers

ABU DHABI – The Ministry of Labour (MoL) has warned companies in the capital against using fraudulent ways for calculating the remuneration of workers such as overtime for working on official holidays, according to a senior official at the MoL.

According to Qaseem Jameel, Deputy Director of the Inspection Department at the MoL, “If an employee works on official holidays like Eid Al Adha and the day payment is Dh100, the firm should pay the worker Dh150, in addition to the overtime,” added Jameel.

Moreover, workers have the right to take compensatory off in lieu of extra work on official holidays, he said, adding that the same rule applied to all the expatriates living in the country as there is no discrimation on religious grounds.

Confusion over rules for NOC requirement

Dubai: Ambiguity prevails on the rules for issuing the No Objection Certificate (NOC) when changing sponsors, say public relations officers.

It seems that there is a new rule at the Ministry of Labour everyday and no clear mechanism is in place on how to implement it, said Eyad Nassif, Public Relations Officer (PRO) at Fujairah National Construction.

"We as PROs are lost when it comes to these new decisions, especially with regard to the NOC rule as there is a lot of confusion on what is required. There should be a reference point at the ministry that provides us with the necessary information but it is simply not there," said Nassif.

Work ban for leaving job 'is unfair

Abu Dhabi:

The UAE Human Rights Organisation has urged the Labour Ministry to scrap the six-month work ban on employees who quit jobs after fulfilling their labour contracts, calling the practice 'unfair'.

The Ministry of Labour imposes a six-month work ban automatically along with the cancellation of the labour card, regardless of the number of years a person serves in a company.

"The six month ban is not a fair practice. If a worker completes his contract period then why should there be a ban on him? Should he not be allowed to look for better prospects? The current system allows employers to abuse the workers," said Farooq Mohammad, Chairman of the Labour and Naturalisation and Residency Committee of the Emirates Human Rights Association (EHRA).

Change in rules to change jobs

Abu Dhabi: The Ministry of Labour has amended rules for sponsorship transfer allowing expatriates to change their jobs without having to spend one year with their original sponsors, a senior official said on Thursday.

Humaid Bin Deemas, Assistant Undersecretary at the ministry, told Gulf News that earlier an exemption from the minister was needed in order to be able to transfer sponsorship before completing one year.

"However, since two weeks exemptions are no longer needed but the NOC from the previous sponsor is still a prerequisite and the applicant will have to pay a fee of Dh500 for each month remaining to complete this mandatory period. The procedure could be done at the customer service counter at the ministry and applicants no longer need to approach the minister's office," said Bin Deemas.
